The application process for used car import and export qualifications mainly includes the following steps:
Enterprise qualification application: The enterprise must be registered in the People's Republic of China and have independent legal person status. If it is a production enterprise, it must also be included in the "Announcement on Road Motor Vehicle Production Enterprises and Products" of the Ministry of Industry and Information Technology. Distribution enterprises need to have a fixed business office and a used car display and sales place, and have the ability to identify and evaluate used cars, and employ at least 3 identification and evaluation professionals.
Materials required for application: The enterprise needs to submit an introduction to the basic situation of the enterprise and an application form, a copy of the original/duplicate of the business license of the corporate legal person, the ID card of the legal representative or other valid ID documents, and a copy of the financial audit report of the enterprise issued by the accounting firm in the previous year. The specific materials vary according to the type of enterprise. For example, a newly registered enterprise needs to provide a copy of the financial statements of the current period and the financial audit report of the enterprise investor in the previous year.
Application process: The enterprise needs to log in to the "Ministry of Commerce Business System Unified Platform" to fill in the application materials and pass the review of the provincial commercial authorities. After the review is passed, the company can carry out the import and export business of used cars within one year, and can apply for the qualification of the next year before the qualification expires.
Vehicle preparation and inspection: The vehicle must meet the relevant standards and requirements, and can only apply for an export license after passing the inspection.
Transfer and application for export license: After the vehicle preparation and inspection are passed, transfer and application for export license are carried out, and relevant certification documents and information are provided to ensure the legality and compliance of the vehicle.
Customs declaration and deregistration: The last step is to declare according to customs regulations and provide necessary documents and information to ensure the smooth export of the vehicle. After the vehicle is exported, deregistration is carried out to avoid unnecessary trouble.
